Main Purpose of Job

The Maryland Health Care Commission seeks qualified candidates for this senior-level policy management position. The successful candidate will be a hands-on technical leader and policy analyst (superior writing and presentation skills) responsible for working with the Director of the Center for Analysis and Information Systems to plan and manage a series of special policy projects and research, including but not limited to using the All-Payer Claims Database (APCD), which is used to support provider measurement on cost and quality and empirical policies analyses needed by Maryland policymakers. The successful candidate will be responsible for leading the development of RFP released by (CAIS) and grant responses with the federal government and other funding entities that may award funds to MHCC. The successful candidate will serve as the project manager for MHCC’s Project Management Office contractor. These duties include ongoing management of the PMO, review of workplans, and other PMO required reporting.

The candidate will also be responsible for developing, in collaboration with the Executive Director and the Director for Policy Development and External Affairs, regulatory and legislatively mandated reporting related to health insurance markets. Specific duties include preparing procurements (both small procurements and larger competitively-bid RFPs) to obtain the services of consulting actuaries to conduct evaluations on proposed mandated health insurance benefits. The successful candidate will track health insurance legislation and when requested by the General Assembly direct insurance mandate studies with the assistance of contractual actuaries or staff. The successful candidate will also manage special policy project analyses conducted by MHCC staff and private contractors focusing on healthcare spending, population health challenges, access/utilization, and payment adequacy questions using the APCD and other data sources such as various federal claim data systems and surveys (MEPS-Insurance Component, American Community Survey). The successful candidate should be familiar with using state APCDs or large claims databases, have an understanding of the markets for health insurance coverage, and the current trends in health care utilization, payment, and quality.

MINIMUM QUALIFICATIONS

Requires a Master’s degree in health economics, health care administration, public health, actuarial science, health policy, or a related academic field. The applicant should have experience in developing health care analytics using SAS/SQL, knowledge of the health insurance market, and experience evaluating proposed health insurance legislation. The position requires five (5) years of relevant professional experience, including two (2) years of analysis of health care information at management/supervisory level. A Ph.D. in health economics, health care administration, public health, actuarial science, or a related academic field may be substituted for two (2) years of the required experience. The applicant should demonstrate strong verbal and written communication skills. Knowledge of APCD systems or comparable large claim data systems constructed for Medicare, Medicaid, or commercial payers is a plus.
